The laws of decentralisation have entrusted the Departmental Councils with extensive territorial powers. The Bas-Rhin Departmental Council has chosen to go well beyond its obligations to invest in other areas linked to the life of every Bas-Rhinois.

The purpose of the organization is to :
- Collect, recycle, share and reuse materials and equipment from cultural and audiovisual activities.
- To implement resources for the creation and management of a technical recycling center for players in the performing arts, culture and education sectors, in keeping with the values of the circular economy and respect for the environment.
